  Robert Capwell is considered one of the leading experts in the background screening industry with over seventeen years of experience in the field. Robert is a founding member of The National Association of Professional Background Screeners (NAPBS) and is Past Chair of the association's Board of Directors. Mr. Capwell was also the previous Co-Chair of the Public Awareness and Communications Committee (PACC) for NAPBS, which continues to promote member education and consumer awareness of the background screening industry. Currently, Mr. Capwell is the Co-Chair of the International Committee of NAPBS, which is actively creating a global alliance of international background screening firms to increase awareness and understanding of industry needs and expectations worldwide. Mr. Capwell has recently returned from London, England where he co-chaired the 11th Annual Employee Vetting & Screening Conference. At the conference, Mr. Capwell spoke to an array of international HR and Security professionals on the importance of both global and domestic background screening.

  Mr. Capwell has been quoted in The Wall Street Journal, Entrepreneur Magazine and several HR-related publications, such as the Human Resource Executive Magazine and HRO Today. He has written articles for the Encyclopedia of Security Management as well as composes monthly pieces for SHRM online. Robert has also conducted Web-casts for HR.com. Mr.Capwell has also made presentations to various government agencies and members of Congress on behalf of the background screening industry, which included The Federal Trade Commission and The Department of Transportation’s Sub-Committee on Aviation. Mr. Capwell has also testified to Pennsylvania Court Administrators and Senate Judiciary Committee staff regarding consumer privacy and data breach legislation.

  Robert Capwell was the founder and President of Comprehensive Information Services, Inc. (CIS) a Pittsburgh, PA based employment screening company. CIS had provided comprehensive, accurate and timely background screening to Fortune 500, medium-size companies and non-profit groups since 1991. In February 2007, CIS was acquired by Employment Background Investigations, Inc., (EBI) located in Owings Mills, MD. Mr. Capwell is now the Chief Knowledge Officer of EBI and sits on the Board of Directors.

  Mr. Capwell is the Managing Editor of an industry resume fraud newsgroup www.resumefraud.com. He also sits on the EBI corporate philanthropic committee "Just One World", which commits staff time, resources and donations for a number of charities and non-profit groups.

  Mr. Capwell earned a Bachelor of Science degree in Business Administration with a concentration in Management from Penn State University, The Behrend College. Robert has also served as a part-time high school economics teacher through Junior Achievement and speaks to college students on entrepreneurism and professional leadership.
